1. Introduction and General Principles

1.1 The following policy is written to communicate the expected behaviour from all attendees at events run by the JCU Medical Student Association (JCUMSA). This includes events both on and off-campus in Townsville, Cairns and Mackay by JCUMSA or JCUMSA's subsidiary groups (JCUMSA MINT, ObGyn & InPsych).

1.2 This policy applies to all JCUMSA members and event attendees, including the JCUMSA executive team, sub-committee members, JCUMSA members, and guests of events (+1's, staff, speakers, etc).

1.3 It is expected that the JCUMSA executive and JCUMSA events sub-committee are familiar with and abide by this policy for all JCUMSA events.

2. Welfare

2.1 General

  • Prior to the event, the JCUMSA president and event organiser should decide the appropriateness of having a welfare officer present at the event.
  • Welfare officers are recommended, but not required, for high-risk events where alcohol is likely to be consumed without the presence of venue security or liquor licencing (Med Camp often falls into this category).
  • The name of the welfare officer should be made public on the event post.

2.2 Role of Welfare Officers

  • Provide support to all event attendees, including those who may be adversely affected by alcohol.
  • Identify attendees that may pose potential harm or threat to themselves or others, and to act according to what they deem suitable to eliminate any such harm or threat (including removing the attendee, contacting security/emergency services).
  • Provide guidance and support to attendees who are distressed in any way, and direct them to appropriate care.

2.3 Responsibility and Expectation

  • Welfare officers are expected to either not consume alcohol before and during the event while on duty, or remain under the legal limit for driving.
  • If unsure of what to do, immediately contact the event organiser (Events VP) or authorities.
  • Welfare officers should not place themselves in dangerous situations.

3. Behaviour

Zero Tolerance

JCUMSA has zero tolerance for behaviour that is against the law, places others in danger, or reflects poorly on medical students/JCU.

Anti-social behaviour response

Anti-social behaviour will not be tolerated and will be managed firmly. This will result in a meeting with appropriate members of the JCUMSA executive team. Consequences may include removal from an event, a ban from attending future events, and/or reporting criminal behaviour to relevant authorities.

Any costs associated with damage to property or theft are to be paid in full by the individual responsible.

Behaviour Matrix

Behaviour Policy Matrix Image

The matrix above is to be used by the JCUMSA Executive to determine consequences of behaviour incidents.

4. Alcohol and Illicit Substances

Alcohol

  • Consumed in a responsible manner.
  • Not used as primary means of advertising.
  • Food and water must be available.
  • Follow venue directions regarding limits.
  • Right to cease service if deemed necessary.

Illicit Substances

  • JCUMSA does not condone the use of illicit substances.
  • Zero tolerance policy applies (see behaviour matrix).
